Lowering kit??

Saw this on EBay. Am I missing something .....how can adding this collet to your shock 'lower' a bike?

I assume that you replace the standard collet with this one. Because of the different shape the surface where the spring sits on is than 25 mm. offset from standard (lower on the shock). It gives the possibility to reduce the preload below the standard lowest setting, creating a huge static sag.The bike will be lower in the back ... I can not imagine it will improve the driveability.

Well that's what I thought as well. But you don't set the ride height with preload. What happens if you have short legs but weigh 17 stone?
