So I'm riding a 1290 and know what it feels like to power wheelie it up in 1st and 2nd gear.
My buddy just picked up a 2007 SD 990 (completely stock). We won't be able to ride for a bit due to snow/cold. What kind of power delivery can he expect compared to the 1290? Does the front tyre get up in 1st and 2nd gear by just grabbing a hand full of throttle?

Yes.
A lot of people run a 41t rear sprocket (stock is 38t) so that makes the throttle a vertical lean indicator in the first 3 gears. Of course once it's had an aftermarket airbox, exhaust and custom tune, it's even better. It's also easier if you set the sag on your suspension, so your shock isn't eating a lot of that inertia.
