Staying in Los Angeles for a few weeks from Australia and was wondering if any locals can steer me in the right direction of a KTM dealer or somewhere i can buy a power commander to suit a 2008 990 sdr. Dont' have a rental car this time. Thanks guys.

Sorry, but for a real-deal SDR, a PC is unobtanium. There was one guy who got one, and he went to DynoJet HQ (in North Las Vegas, Nevada) to get it. You might want to ring them up, and see what they might be willing to do.
