the lower bracket on the side tank panel has snapped, it seems to be made of the same stuff as the panel, i.e. a type of fiber, it has left enough of the bracket to be able to add a bit of plastic to, in order to drill a hole to put a bolt through, was wondering if i rivited the plastic to the pannel bracket, if the rivet might crack/crush the bracket/fiber

I know the bit you mean, I have previously used a plastic weld adhesive stick a whacking great blob on.
You could get it properly plastic welded, or make an L bracket with a thin piece of aluminium.
