The ONLY anti-wheelie on the pre ‘17 SDR is the traction control: MTC.
If the MTC is off, you can flip the bike all the way over if you want.
First 3 gears will lift the front even if you’re sitting on the handlebars.
Either you’re not really turning the MTC off or there’s something else wrong with the bike.
There is no “race pack” or “circuit pack” for pre ‘17s. The only thing even related to that is the “race dongle” which preserves your MTC and ABS settings between turn offs. Without it, those settings revert to ON when you turn the bike off. Perhaps this is your problem?

I don't own a 1290 heck I don't even own a 990 anymore but one thing I learned a long time
ago is that some dealers are full of crap!
When you have a dealer telling you that you need a radiator guard on a air cooled engine well Huston I think we have a problem and this is what happened to me one time.
So you have done the right thing checking for answers on this forum

Thanks for the info
Mtc is definitely off and sport on
And the dealer , mechanic is not so knowledgeable as ktm aus tech department confirmed ,no anti wheelie
Another shop confirmed this.
It does get an electronic update though
Will see later on if I can loop the bastard ..
just kidding
Prick was still trying to sell me the pack this morning over the phone ,will get bike back soon.
Cheers for the feed back

This is pure speculation. I seem to remember hearing from 1290 folks that there is a break in period and once over a specific amount of miles a dealership can and will remove something in the electrical software system that opens up more fury out of the beast. This could be where the system has not been enabled or maybe disabled creating a weaker fuel code. I believe that KTM also likes a looks at the bike for valve clearance issues at this same post break in period. Some-one in the know needs to speak here. I think your need to talk directly with KTM headquarters to get the straight poop is in order.
The 990 first service was a whopping $600 US. First 1k on a 2015???
