Oil Leaking From Back Reed Valve Cover?

After my woes with the bike stopping mid ride and getting loads of help on here with the electrical problems (thanks), in my pursuit of sorting that out, I think I may have found why my bike uses a lot of oil (700 ml in 800 miles on a Scotland trip, 850 ml in 1000 miles in Austria). My back spring has always been caked with oil, and I've never understood why or where it was coming from. Today I was bimbling on with the battery and wiring and noticed it was oily around a plate with a hose attached to it on the rear cylinder. On looking online for what this is, I've worked out it's where the back cylinder reed valve is. The pics don't really show the oil, but it's definitely there:

My questions are:

Should there be oil inside there?
If so, is there a gasket I can renew to stop the leak as I don't see one listed on the KTM Parts fiche, or does the reed valve itself form the seal?
If oil shouldn't be in there, what is the most likely cause of it, and will it be an easy fix in your opinion?

The reed valve is No. 16 on here:

Any opinions appreciated thanks.

Andy.
