Rebound settings on SDR forks?

I just fitted some SDR forks and am setting all the advisers to the standard settings as a base starting point. The manual says that the rebound setting fro SRD forks is 16 clicks out from fully turned in knobs. But when I count out they only unscrew about 14 clicks before they reach the end of travel.

Anyone know what's going on here? They are off a low milage '08 SDR so I very much doubt that they have had new internals or work done to them.

I've checked my old standard forks and they do go further to about 18 clicks out.

If they are anything like the SDR forks I bought there was zero rebound damping on them. Had to get a service, revalve and shim but fook me my front end has never been so good
