sdr 1290 chain tension gauge

This is kind of silly, but I can't make sense of the sdr 1290 owner's guide about checking chain tension. I recently bought a 2014 that used to be a ktm demo truck bike. Was hearing some chain slap and the chain seemed loose. I looked in the manual and saw that there's a gauge with two parallel lines that the top of the chain is supposed to be in between.

The weird part is the manual says "push the chain sliding guard upward and determine the chain tension" but as far as I can tell the piece of plastic with the guide lines on it is *attached* to the chain sliding guard, so pushing it up moves the guides too... wtf? Why not just pull up on the chain itself?

Anyway, I'm not too worried, I know it's not tight enough to stress the bearings or loose enough to slip off, so it's no big deal but I'm wondering if there's something special going on.
