I'm having a starting issue with my 08 SDR. I replaced the battery earlier this year and have ridden a handful of times after I replaced the battery. I keep it on a battery tender when not in use. Went to go for a ride today and it failed to start. When I turn the key the display stays blank and it produces the whining noise in the video. Any ideas? Any help would be greatly appreciated.

Is the whining coming from one of the four relays?
I'm guessing that the power relay has failed, hence the noise - swop it out for the light relay to test - the wiring diagrams on pages 13-41/13-42 of the rebuild manual show which is which based on the colour of the wiring to each relay.
If no joy, check the diode in the headlamp unit between the start/stop switch and the power and fuel pump relays.

Firstly, there's a "Workshop Repair Manual taking in 08 SDR" downloadable from here viewtopic.php?f=18&t=16897.
The diode in the headlamp unit looks like the one cable tied to the side of the relays in your video and is, usually I think, similarly cable tied to a wiring bunch or other component in the unit - I'm no electrician, and someone may/will correct me, but a diode allows current flow in one direction only so can be checked with a multi-meter - it should show infinite and zero resistance when alternately connected across the diode's two pin connectors - see page 7-12 of the manual.
Pages 7-10 and 7-11 show how to check the relays.
On other thing, irrespective of being on tender and what the tender shows re battery condition, check the battery voltage.
